ABSTRACT

Several developments in the last few years have put the spotlight on the future of university research. Certain trends which are evident have been extended into the future and the resulting picture has given rise to concern and, in some cases, cries of alarm, about the future of university research. During the post-war decades, research in American universities experienced a period of many years of unbroken and continuous expansion. More science is also needed for utilitarian purposes. The portion of the total number of innovations which are based on scientific research is already high and is bound to grow. The science base must continue to expand so that new ideas, new products, new services, and new approaches to social problems can be made available. In fact, the problems are unquestionably important and warrant attention at the national level. Both the Carter Administration and the Congress began to respond.
