ABSTRACT

The 1981 budget proposed $36.1 billion for research and development, of which $4.6 billion will be obligated by the federal agencies for the conduct of research and development in colleges and universities. More than two-thirds of the direct support of R&D in the institutions is provided by the federal government. The Federal Government is deeply committed to maintaining a vigorous academic research base for the nation. In the summer of 1979 a subcommittee of the House Committee on Government Operations held hearings on the subject. In an opening statement, the Chairman said, Institutional accountability, as measured by federal audit findings, appears to be a serious and growing problem. Accountability for research funds has received considerable attention. The Office of Management and Budget announced a program in the spring of 1979 that bears directly on the subject of accountability.
