ABSTRACT

The new openness of higher education is largely due to expanded and deeper international cooperation. University colleagues have been able to acquaint themselves with the achievements and experience of European, American, and Southeast Asian universities. The university and its academic staff have passed the test of openness, with honors. Beyond the strictly academic vantage point, international travel has enriched with invaluable experience of university life in the most diverse corners of the planet. The university's income from providing these additional educational services has already equaled the regional and federal funds allocated. Western assistance programs should direct special efforts to supporting university libraries and telecommunications. Cultivating and supporting harmonious universities that meet the demands of the era in Russia should become not only the key to effective Western humanitarian assistance to our country but also the guiding principle in Russian educational reform.
