ABSTRACT

A couple of years ago I learned that some of the youngsters from my district in McAllen, Texas, were migrating to southeastern Washington state. I visited Pasco, Washington, and decided to coordinate district efforts in that particular part of the country. We were able to establish an exchange program of teachers and principals so that we could make school better for children as they migrated back and forth between Washington and Texas.
