ABSTRACT

This final chapter addresses the implications of the changing realities of South America's international relations from a European and a South American perspective. It is divided into two parts. The first section is written by Wolf Grabendorff and provides an expert European outlook on the subject. The second section, authored by Roberto Russell, presents the views of a noted South American scholar and policy analyst. They both explore the changing South American scene in terms of West European and South American policies, respectively, with comments about the corollary meaning for those of the United States.
