ABSTRACT

[At the first round of Sino-Soviet normalization talks in October 1982, the PRC offered a five point plan which would link Chinese negotiations for the normalization of PRC-Vietnamese relations to a phased but unconditional withdrawal of Vietnamese troops from Kampuchea. The proposals were not made public until the eve of the second round of talks, coinciding with the run up to the Seventh Nonaligned Summit Conference and in the wake of the February 23, 1983 Indochina Summit Conference.
