ABSTRACT

Three separate questionnaires were administered during this effort: one for the director of the energy office, a second one for the conservation program managers, and a third for the managers of renewable energy programs. The objective of the three surveys varied, but each contained questions that explored the states' perspective on what these individuals considered to be the most central unmet energy needs and most serious deficiencies in current government programs. All the directors agreed in principle, then spent the next minutes providing accounts of how the municipalities in their states had repeatedly failed to respond to the energy office initiatives. Cities with aggressive and continuing conservation programs were considered infrequent exceptions in all 25 states. Despite the open nature of the question, 73% of the responding states mentioned state leadership, management, or program design inadequacies. A few states, most notably Minnesota and Wisconsin, have enacted conservation codes for existing rental structures.
