ABSTRACT

Public opinion polls consistently paint a dreary picture of popular attitudes toward civil liberties. Civil libertarians will have to do a far better job of teaching and "selling" the Bill of Rights than has been done heretofore. Middle America will not be convinced of the overriding importance of civil liberties by appeals to lofty principle or a higher morality. One worthy agenda item for a political action workshop is the promotion of voter registration campaigns. Where one of the groups in conflict is "government" and the other is "citizens," there is available a widely heralded instrument which has been employed in Sweden for 160 years but which is just beginning to take root in the United States. The apostles of revolutionary violence in America, if they were ever to gain power, in all likelihood would not succeed in bringing forth either a more humane society or one with greater liberty and justice for all.
