ABSTRACT

When President Lyndon B. Johnson announced the establishment of the White House Fellows Program in 1964, he stated that "a genuinely free society cannot be a spectator society." The educational program is a distinguishing feature of the White House Fellowship. The meetings in the Washington area are supplemented with occasional travel for the Fellows to experience, observe, and examine major issues confronting our society on a firsthand basis. The federal government plays a huge role in the operations of all agriculture. The Department of Agriculture is one of the largest departments in the Executive Branch. As with most other departments and agencies, its responsibilities and functions are the cumulative results of many different administrations and sessions of Congress. Top-level presidential appointees were unanimous in their feelings that the most difficult adjustment in Washington was that of dealing with the distortions and untruths in the press.
