ABSTRACT

This chapter discusses the laws and regulations promulgated or discussed in the immediate months after Tiananmen Square. It addresses the role the legal system has played in the aftermath of Tiananmen Square and the language used in the discussion of law and legal reform. In the critical year 1989-1990, as the Chinese government recovers from the crisis of Tiananmen Square, the "legal activity" the government has chosen to undertake and to publicize can offer a snapshot of the mentality of the leadership toward legal reform. The promulgated "Revision of the Law on Chinese Foreign Joint Ventures" is a particularly good example of the efforts of the Chinese government to win back foreign investments the government lost after Tiananmen Square. The central government has recognized the importance of the work of the courts, the procuracy, and the public security in enforcing its policies.
