Changes in the political, military and military-technical landscape, sharpened by rapidly increasing progress in science and technology, have created a situation in which traditional concepts of and approaches to arms reduction and negotiations can no longer cope with the problems and ambiguities which grow greater with each day. Negotiations on reductions and limitations have always been an extremely complicated endeavor. Regarding long-term prospects for stability, a strong case can be made for dealing with cruise missiles instead of forgoing an agreement altogether, because the eventual spread of cruise missile technologies all over the world may dissolve the basis for any negotiations. Cruise missile technology particularly aggravates existing verification problems.
