ABSTRACT

Many programmes and projects in operation at the field level in Third World countries are based on thinking which originated in the United Nations (UN) system. Usually every major UN conference leads to some reorganisation of the governmental set-up in Third World countries, resulting in creation of new ministries and departments. The system should actively seek ways to recruit people who can be effective on development projects in Third World countries. Despite shortcomings in the manner some experts manage programmes of development assistance, the need for infusion of technical know-how into development efforts of the Third World seem to be constantly growing. In Nepal, the value of expert input to national development effort has been a matter of some controversy since a long time ago. In some Asian countries the critical shortage of trained manpower still prevails, and is greatly hampering the development process.
