ABSTRACT

This chapter discusses the relationship between principles and doctrine as well as how these principles were derived from the research that produced what we are calling the "new paradigm of peace operations." The "new paradigm of peace operations" is hardly new in the sense that this is the first time it has ever been seen. The dimension focuses on the professionalism and proficiency of the military and paramilitary forces engaged by the peace operation. The proponency office and the Center for Low Intensity Conflict were charged to produce a new version of FM 100-20, Military Operations in Low Intensity Conflict, and a document which for the first time would be doctrine for both the Army and Air Force. Thus the bureaucratic process that the US military uses to develop doctrine enshrined the low intensity conflict (LIC) imperatives as articles of faith with respect to all categories of LIC including peacekeeping.
