ABSTRACT

This chapter analyzes Military Observer Mission Ecuador/Peru (MOMEP) operations using the seven factors of the Manwaring Paradigm. MOMEP has enjoyed the full support of the Parties and the Guarantors since its deployment to the Upper Cenepa area in March 1995. MOMEP's existence and activities are well known by the general public in both Peru and Ecuador and press reporting has been wholly positive thus contributing to MOMEP's overall legitimacy as a mechanism for maintaining peace. MOMEP's impartiality has been questioned from time to time, but overall the perception is that it has maintained a neutral position -- thus reinforcing its Legitimacy. There has been both constant and active support for the actions of MOMEP since its inception. The participation of Peruvian and Ecuadorian military observers within the MOMEP structure was initiated in September 1996, less than six months after the fighting in Jan-Feb 1995.
