ABSTRACT

In the excerpts from the 1958 article that follow, Rotmistrov notes that in the past new weapons had their most immediate impact on tactics. With nuclear weapons, however, strategy is immediately affected, an assertion frequently repeated by subsequent Soviet spokesmen. During the first five or six postwar years the most extensive reorganization and perfection of the theory of Soviet military art took place on the basis of experience gained during World War II. Modern Soviet military art is founded on a high material basis, created by achievements in science and technology, and on the powerful economy of our socialist state. The scientific formulation of questions concerning the theory of military art is indissolubly connected with concrete changes in the technical equipment of armed forces. The use of superlong-range weapons of destruction inevitably will entail an intercontinental conflict between military coalitions and result in an armed struggle simultaneously in many theaters of military operations.
