ABSTRACT
The first editionof V. I. Lenin and Soviet Military Science appeared in 1971, at the time of the Twenty-fourth Party Congress. In this second edition, published exactly one decade later, readers may detect changes that had taken place in Soviet military concepts during the intervening years. The beginning period of war will assume exceptional importance in a possible world war. The basis of combat might of the Armed Forces of the USSR at the present time is the Strategic Rocket Forces, which most completely have absorbed the achievements of modern scientific-technical progress. They are armed with automated rocket complexes containing rockets of intercontinental and medium range, which are able to deliver nuclear warheads to the designated targets with great accuracy. In contemporary conditions Soviet military science has discovered in a new way the role in war both of permanently operating and of temporary transitory factors, indicating the dynamic relationship of the objective and subjective in them.
