ABSTRACT

M. N. Tukhachevskiy is generally considered the outstanding Soviet military leader and strategist of the 1930s. He had played a prominent role in the Civil War and in the 1920s served as a principal deputy to M. V. Frunze, then chief of staff of the Red Army. Modern tactics are characterized primarily by organization of battle, presupposing coordination of different branches of troops. Modern strategy does embrace its former meaning, that is, the "tactics of the theater of military operations." However, this definition is complicated by the fact that strategy not only prepares for battle, but it also participates in and affects the outcome. The modern tactics of the theater of military operations are tremendously more complex than those of Napoleon's time, and they are made even more complex by the unavoidable conditions that the strategic commander cannot personally organize the engagement.
