ABSTRACT

Party members are enjoined by the Statutes of the Communist Party of the Soviet Union to give their undivided loyalty and allegiance to the Party. The entire Soviet educational system is closely supervised by the Party. At all levels, there is a substantial 'ideological' component in the curriculum. Interpretation takes the form, most obviously, of media presentation, but also of various kinds of meeting. The gathering would be arranged in more or less the same way, but the amount of information divulged and the range of discussion permitted would be markedly different. Analysis of the educational backgrounds of Party functionaries reveals that the apparat, down to the ppo level and the type of educational background of the apparat is overwhelmingly from amongst the production disciplines.
