ABSTRACT

The state of the economy satisfies no one. Its two central defects, its built-in defects, so to speak—a producers monopoly in conditions of universal shortages and enterprises' lack of interest in scientific and technical progress—are doubtless clear to everyone. The causes for the economy's blocked arteries and reduced blood flow have already been made clear. The principle that administrative methods must be replaced by economic ones has been put forward. The "administered'" economy that replaced the New Economic Policy was by its very nature unable to address questions of quality and efficiency and achieved its quantitative results in spite of the laws of economics, and therefore at great cost in material and human resources. People link the dismantling of Lenin's policy of economic-accountability socialism" with the rise of facism and the clear threat of war that emerged in the 1930s. The decision on the new economic mechanism in agriculture is a halt-measure.
