ABSTRACT

The article will present a poverty measurement tool named the Programme Area Multidimensional Poverty Index (PAMPI) by the senior managers of the development agency to measure the long-term outcome of programmes and to increase aid efficiency in Afghanistan. Increasingly, academics and development practitioners are taking a multidimensional view of poverty while proposing interconnected, cross-cutting solutions. The movement towards using the multidimensional approach as a policy tool for poverty reduction has accelerated rapidly; most notably the United Nations Development Program (UNDP) has developed the Multidimensional Poverty Index (MPI) for developed and developing countries and has included it in its Human Development Report since 2010. At the country level, the MPI methodology has been adopted by several countries to develop better anti-poverty policies and to increase the efficiency of financial expenditure. Similarly, this approach could be applicable at the institution level, and international and national development agencies could use this MPI methodology as an effective and efficient tool to evaluate the impact of aid in poverty-reduction programmes in meeting the Sustainable Development Goals (SDGs).
