ABSTRACT

Africa is in crisis, and urgently needs more and better developmental assistance. Africa looks to Australia for appropriate aid, and the will to help Africa does exist in the Australian community. The Australian Government has been giving mainly emergency relief aid, for the alleviation of food and refugee problems. But Australia is well equipped to provide more developmental forms of aid to Africa in the longer term. As the Jackson Report recognises, Australia has a comparative advantage over other development assistance committee of the Organisation for Economic Co-operation and Development countries in many areas of agriculture, training and research. The quantity of Australian aid to Africa may be small but the quality is potentially very high, with significant demonstration effects. To deliver such aid effectively, it is important that Australia should maintain appropriate projects in Africa and undertake country programming for selected countries.
