ABSTRACT

National dreams are narratives, and their effectiveness depend upon the extent to which the dream is articulated in terms of the deep code – the relations among images, ideas and symbols that constitute a dynamic system. Educating the future is a serious task that for China might come to rest on the yin and yang, the ancient dialectic and the interpretation of the hexagrams that comprise the I Ching where nothing is deterministic or scientifically predicted but simply offers future possibilities. The concept of ‘infrastructure’ has many meanings including a version in cultural theory that encourages us to think about relationships between material culture and social cultures in more abstract, symbolic and digital forms. China within East Asia and Asia, more generally represent a rising world region of economic and cultural modernization, with growing relations with Latin America, Russia, and the EU.
