ABSTRACT

The President’s Commission on Housing was created by Executive Order on June 16, 1982 and submitted its Report to the President and the Secretary of the Department of Housing and Urban Development on April 29, 1982. The Commission dealt with a broad array of topics, ranging from federal housing subsidy programs to state and local government regulations that affect the cost and availability of housing. The Housing Commission performed its task in the depths of the most severe housing recession since the 1930s. Housing production and sales were skidding and many mortgage finance institutions had encountered serious financial problems. In some circles, the Housing Commission had been branded the “Thrift Commission.” This designation was suggested on the grounds that aid for the financially troubled thrift industry was a high priority item for a Commission that also wanted to relieve the thrifts of the responsibility to specialize in mortgage finance. The Commission actually had nothing against mortgage finance specialists.
