ABSTRACT

In Slovenia, the chamber system has been developing from the beginning of the democratic transformation. Under socialism only the Chamber of Lawyers and the Chamber of Economy existed. In Slovenia, a consensus among experts exists that the government follows a liberal policy that does not favor social partnership. According to the main actors, the Economic-Social Council (ESC) was squeezed out of the government by the trade unions, Association of Employers of Slovenia (AES) and the Ministry of Labor. All partners, especially the biggest two trade unions have an exact knowledge of the functioning of social partnership in Austria. Some of them have knowledge about the models of Cyprus, Scandinavia, Italy and Germany, and they have mentioned them as possible patterns for creating the structures of social partnership in Slovenia.
