ABSTRACT

In Japan, childhood education is in a slighted situation. There are many examples to be given of the unjust treatment of early childhood education in Japan. The project is being carried out by the Children and Family Bureau and the University of Kobe in close liaison with the municipality’s Board of Education and the Early Childhood Professional Organizations. Japanese early childhood education created a culture in a context that differed from the modernization of education and it was against banking method in education. Under the pressure of the ministries and commercialism, pressuring towards a banking concept of education, Japanese local communities and practitioners’ organizations started to seek for “Cultural Action for Freedom” or rather fight for the continuation of the freedom. The childhood education curriculum guidelines do not include any subject areas or specific qualities and skills, but the guidelines value rich experiences early in life.
