ABSTRACT

The newly adopted Constitution of Nepal recognises food security as a fundamental human right. Though Nepal has registered significant improvement in production of cereals and of several vegetable crops, a majority of the rural poor faces availability and access constraints. import dependency, particularly in the case of cereals, has been growing. Per capita food production is observed to be highly fluctuating and volatile. Several developments in the national policy framework, including the Right to Food and Food Sovereignty Act of 2018, enables a fresh approach to food security. This chapter notes that drivers of food security in Nepal can benefit from regional cooperation with South Asian neighbours, especially in terms of partnerships for climate resilient agriculture systems.
