ABSTRACT

This article reviews the rapid transition of government serials toward online access and surveys current problems this evolution is causing for libraries trying to provide access to the data. Government serials have a number of characteristics that have made them a thorny problem for libraries, and in some ways online access may be worsening the situation. Both libraries and library users face some significant challenges and increased costs associated with government serials in the electronic environment. Yet, there is hope that the continual evolution toward online access will at long last provide more complete access to these traditionally under-utilized resources.
