ABSTRACT
During the past forty years, the world has changed dramatically. World War II, the nuclear age, nationalism, revolution, energy dependence and communications technology have inexorably drawn the United States into a global environment, with tremendous potentials as well as awesome risks. As a world power, the United States bears special responsibilities to promote international order and understanding.
