Brigadier General Evelyn Foote retired from the Army in 1989 from the position of Commanding General of Fort Belvoir. Her career spanned the transformation of women’s role in the military, from being an auxiliary one into being regular military. Though she entered the military to escape limitations upon careers for women, Brig. Gen. Foote also experienced the negative effects of the organizational culture of the Defense Department upon women.
