ABSTRACT

This chapter addresses the suitability of the use of the concept of public diplomacy within the EU’s overall policies. It presents how cultural instruments became a key denominator towards the framing of a new EU Global Strategy. It assesses the potentiality of these network-centric approaches in relation to the various instruments required for the diffusion of its programs and values. It evaluates some of the most recent EU shortcomings in keeping its citizens and the foreign public attracted to its narrative and policy projects. It remains uncertain whether or not the EU can pursue its multilateral path and keep its traditional US security relationship, while holding onto its peace policies against a purely geopolitical security framework of diplomacy.
