ABSTRACT
This chapter traces the evolution of tough on crime policies, tallies what is has cost and what it accomplished, discusses why punishment does not effectively change behavior and reduce recidivism, and outlines why American criminal justice policy should emphasize alternatives to punishment in order to effectively change behavior, reduce crime, recidivism, victimization and cost.
