Th ere were no other prior psychological records regarding Mrs Brown. Th e children’s caretakers, Mr and Mrs [Name] did provide us with copies of [Name] County Public

School records on each of the Brown children. Th e school records were accessed when the children went into care. Th e school records were remarkable for three of the children receiving special education support services because of suspected learning disabilities as identifi ed by school psychologists. Th e records were also remarkable for staff concerns regarding the hygiene and shoddy, unclean attire of all four children. Th e Brown children had complained to school staff on numerous occasions of ridicule by peers. School staff had documented concerns about unusually precocious sexual interests and sexual references by the three younger children. Finally, the school records cited self-esteem concerns and identity problems with each of the Brown children.
