ABSTRACT

The concluding chapter underscores the utility of the constitutional tradition for contemporary bureaucrats attempting to make sense of ethically volatile environments. Overall, this text provides a means of understanding administrative decision-making and behavior within a constitutional framework, equipping bureaucrats to respond to timely ethical challenges. Organizing this text around the three constitutional regime values of freedom, property, and social equity produces a robust examination of financial management, housing policy, environmental regulations, gender identity, property rights, and voting rights. A summary of each chapter along with implications for scholarship and practice are detailed.
