ABSTRACT

One can conceptualize land management as a combination of interventions in governance, law, socio-spatial relationships, economic opportunities, perceptions, and behavior. To conduct these interventions appropriately, one needs meta-concepts describing and measuring under which conditions, and when, these can be considered “responsible” and/or “smart.” The 8R framework is one example of how to qualify “responsible land management,” whilst smart land management can be seen as land management decision-making and processing relying both on citizens capable of applying to use information and communication technologies to advocate and pursue their interests, and on technologies which can synthesize data from all types of sources and platforms. Both are increasingly valid for Africa, where all the global challenges which affect land come together.
