ABSTRACT

This chapter provides some insights into what the Public Transport Administration in Stockholm, Sweden, is doing to make sure that cost analysis that is sufficiently valuable can be made when procuring service operators for its public transport services. Improved skills in cost analysis are likely to increasing the overall performance and cost efficiency, resulting in a larger savings potential for public procurement performed in this area. To perform cost analysis that is sufficiently detailed and insightful to be of value in the procurement of public transportation services is difficult. The dependency on statistics for cost analysis can be reasonably managed during steady state operation. However, when larger upgrades are implemented or when completely new models of trains are introduced into the fleet it is very difficult to make a prognosis on what the actual costs will be since the statistics lose their relevance.
