The Regulations require regulated building work to be performed to prescribe minimum standards and supervisory control by local authorities and approved inspectors. Building work must be carried out so that it complies with the applicable requirements set out in Parts A to R of Schedule 1 of the Regulations. The Act gives the Secretary of State power to approve and issue documents. A ‘regularisation certificate’ may be provided for ‘unauthorised building work’. Nevertheless, breach of the Regulations may result in a criminal conviction and a fine and demolition of the work or alterations to comply with the Regulations. A fire which destroyed Grenfell Tower in June 2017 resulted in the death of 72 people. The Government’s response included appointing Dame Judith Hackitt to lead an independent review and setting up a public inquiry to examine the circumstances leading up to and surrounding the fire at Grenfell Tower.
