ABSTRACT

Small enterprises (SEs) are deprived of access to business services due to a variety of reasons. However, in recent years there is a shift in approaches in business development services (BDS) provision with an objective of bridging this missing link in small enterprise development. This chapter examines the trajectory of changes in policies for business services for small enterprises. Key sections of the chapter critically examine issues in strategies and approaches in provision of business services for small enterprises and the evolving business models in providing business services to small enterprises in a cost-effective manner. The chapter concludes that the emerging BDS models address the vital missing link in enterprise development by providing cost-effective BDS.
