ABSTRACT

This chapter investigates in depth the contribution, either direct or indirect, of Economic and Social Committees (ESCs) to participation within enterprises, collective bargaining at various levels and industrial relations in general. It goes without saying that they contribute to varying degrees, depending in particular on the level of participation, less for instance on direct participation at shop-floor level or information and consultation in enterprises, except in the case of studies and reports or debates related to a given form of participation. Exchanges of information and experience are regularly organized on an international basis, and in July 1999 the International Association of Economic and Social Councils was set up, with its secretariat in Paris. The French Economic and Social Council, for instance, finally obtained annual reports on the follow up to its opinions from the government. Nevertheless, the contribution of ESCs and European social dialogue, and their prospects for the future, even though shortcomings remain and improvements are still possible.
