ABSTRACT

Kings are made by the people and for the people; they must be accountable for their conduct to the people, while both must contrive to be accountable to God. This is the principle on which every social order in Europe is being based; on which England has based its government, on which France is establishing its own, and on which the peoples of one part of Italy and of almost all northern Germany are seeking to establish theirs. In France, where the most astute minds are irresolute and uncertain on questions of social organisation because of the lack of positive education, and where this uncertainty could lead to new revolutions, it would be very useful to establish public chairs of politics. The civilisations and manners of the enlightened nations of Europe are so similar that the same moral doctrine, once established and codified, is bound to be taught in all schools and introduced into all European religions.
