ABSTRACT

In order to assess, appreciate and evaluate the modernisation effort after the 1962 revolution we must go back to the pre-revolution era. Public administration as a concept and as an approach had been put into practice only after the revolution of 1962, when the theocratic regime was replaced by a revolutionary and constitutional government. National Institute of Public Administration, established in 1963, is considered as one of the oldest government institutions, and it has a better record than the Civil Service Commission. It is very important to indicate here that administrative modernisation as a goal was not a first priority during the civil war. The concept of modern public administration has been introduced only during the past two decades in Yemen. During the imamate era there were no government institutions and no limits to the Imam’s authority. Finally, the importance of modern public administration has been reiterated in the National Charter which guides all national efforts.
