ABSTRACT

Construction and engineering programmes (C&E programmes) are often large undertakings that can have strategic objectives which give rise to changes in organizations, legal frameworks and people's ways of living. C&E programme outcomes are usually structures, infrastructures or other capital facilities which are expected to have a long life. C&E programmes are generally classified by the following characteristics: purpose; economic development; social development; environmental protection; and access to information and knowledge. C&E programmes are central to the integration of economic and territorial systems of a country, enabling transactions within and outside national borders. Government policies regarding C&E programmes often respond to market trends or requirements from international agencies. A C&E programme management approach should be to provide all parties with proven tools and processes, including cost and schedule management, cost estimating, document controls and change management strategies. Quality in each C&E programme should be defined in the contractual terms and technical conditions of all related projects.
