ABSTRACT

Stationary sources must obtain permits that specify the amount and type of allowable emissions from an air quality regulatory agency. Modifications to an existing facility or a new facility that emit pollutants are subject to the provisions of the Clean Air Act. Air toxics regulations are slow to develop, reflecting in part the complex nature of air toxics exposure and impacts. These evolving programs, however, will have major implications for the operation of existing facilities and the design of new ones. Many ozone nonattainment areas have required existing stationary sources to successively lessen their hydrocarbon, and in some instances, nitrogen oxide emissions in an effort to reduce ambient ozone concentrations. In-situ monitors have quicker response time than extractive systems and require no sample conditioning. The gas being analyzed is not touched or affected by the analyzer.
