ABSTRACT

This chapter presents a summary of the knowledge so far obtained, identifies the pressing needs, and provides the basis for the formulation of a more thorough diagnosis of the problems and an analysis of alternatives. Particular attention is given to those programmes which: strengthen the ties between children and their families and stress coordination within and among government and nongovernmental services. One objective of the Urban Child Project in Italy has been to analyse and document some of the most effective programmes to help disadvantaged urban children not only survive but also develop. In Milan youth services are managed on the basis of a regional law passed in January 1986 that calls for the development of a Three-Year Social Welfare Plan in which general objectives and operational strategies are clearly outlined on the basis of local needs. The project is an effective alternative to institutionalization and means of prevention of serious problems.
