ABSTRACT

In the 1980s the academic upper secondary school curriculum was organized into a modular system after experimental work in the 1970s. Contents in every subject are divided into courses. Each course consists typically of 38 lessons. Overall objectives have been formulated for each subject and specific objectives for each course. Non-graded education is being tried out in the upper secondary schools. A non-graded curriculum removes grade level barriers. The aim is that individual students may experience continuous progress through the school programme and develop their abilities to the maximum. A student is allowed to make a choice if he/she wants to stay in school two to four, or even five years. Curriculum construction has not been systematically studied in Finland. A student has more freedom and flexibility to organize studies at his/her own pace than in the present system.
