ABSTRACT

At the end of May 2008, the Al-Ikhlas forum posted a 39-minute video entitled Nuclear Jihad, the Ultimate Terror, in which it implied an imminent nuclear strike on the West. The video, audio and text contained a veritable collage of interwoven emotional appeals to defend against the West’s aggression against Muslims; Abu-Musab al-Suri’s appeals for Muslims to rise up and leave the United Kingdom, as well as a multi-forum dialogue about the need to wage jihad using CBRN agents and weapons. While this served as a stark reminder of the strategic threat posed by CBRN terrorism and the necessity for counter-proliferation efforts, there is still immense uncertainty as to the nature of threat convergence between CBRN and terrorists groups, transforming theory into reality.
