ABSTRACT
The quest for effective social responses to sex offenders is typically sparked by a sexually motivated murder of a child or a woman. The precipitating events have a chilling similarity: someone is reported missing, days pass, the body is found, the identified perpetrator is discovered to be someone with a criminal record of other sex offences.
