ABSTRACT
The People’s Republic of China (PRC) is a member of only two regional security organizations in which representatives of national governments are the participants-the Shanghai Cooperative Organization (SCO) and the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF). The PRC plays salient roles in both the SCO and ARF, although for different reasons.
