ABSTRACT

The Youth Justice Board (YJB) has invested heavily in the Intensive Supervision and Surveillance Programme (ISSP) for dealing with persistent and serious young offenders. The programme is the most rigorous, non-custodial intervention available for young offenders and, in accordance with their promotion of an evidence-based approach, the YJB has proclaimed that it is founded on the ‘best evidence as to what will reduce the frequency and seriousness of offending’ (Youth Justice Board 2002b: 5).
