ABSTRACT
Scotland was the first part of the United Kingdom to introduce the European Convention on Human Rights (ECHR) into its system of laws. The Human Rights Act 1998 incorporated the Convention into Scots law with effect from 2 October 1998 and requires all public authorities, including the police, to act in conformity with Convention rights.
