ABSTRACT

In the course of constructing a socialist harmonious society, how to properly reconcile serious social conflicts and deal with emergencies poses a significant test for administrating organizations regarding their public administration capabilities. The event of ‘Immigrants for NCEE (National College Entrance Examination)’, which occurred in Hainan Province around 2005 is a case in point for us to study the making of public policies that deal with social issues and problems. Full of twists and turns, the event involved complicated conflicts of interests, reflecting a number of problems worthy of consideration.
